Considers that any significant progress towards debt mutualisation implies closer prior scrutiny into Member States’ budgetary policies, involving in particular a right to be conferred on the EU, and exercised either by the Council or by the Commission, allowing it to veto the draft budget of any Member State failing to fulfil its obligations and commitments;
