Takes the view that the overall decarbonisation goal necessitates a substantial reduction in transport emissions, which implies a substantial rise in electricity use and thus high levels of investments in electricity infrastructurereduction of long distance transports and an encouragement to local circuits; notes that quick action is needed to avoid being locked into a higher emission path on account of the long lifecycle of infrastructure.
