Insists on implementation of the Stability and Growth Pact, while making use of available fiscal space, inter alia, to deal with security threats and refugee inflows; reiterates that the Stability and Growth Pact allows for flexibility in the face of unexpected adverse economic events with major unfavourable consequences for government finances; emphasises that this flexibility should not undermine the objective of balancing public finances;
