Recalls that, in accordance with Article 24 of the MFF Regulation, all expenditures and revenues of the European Union and Euratom shall be entered in the general budget of the Union in accordance with Article 7 of the Financial Regulation; calls on the Commission to preserve the unity of the budget and to consider it as a guiding principle when introducing new initiatives;
