Calls for the 2019 budget to focus on the priorities outlined in the European Semester, and on addressing the main concerns of EU citizens that are within EU full or partial responsibility as outlined e.g. in the Eurobarometer 2018; underlines that the most pressing issues lie especially in the area of security and defence, while economic development, growth and youth unemployment are among other crucial areas to be addressed; underlines the importance of the sustainable development goals in overcoming these issues;

Underlines the importance of ensuring sufficient resources for the coordination and surveillance of macroeconomic policies and communication and outreach to citizens and stakeholders with regard to the future of EMU including the euroharmful effects to the southern EU Member States in particular by the EMU including the euro; calls into question the utility of the continued existence of the EMU; Calls for a new programme supporting Member States leaving the euro in a controlled manner;

UnderstandQuestions the significant increase in ESAs’ budget estimates for 2019 caused mainly by the introduction of new tasks proposed in the ESAs review and other currently negotiated legislative files; considers that conditional budget lines covering the cost of the new tasks should be introduced and will only be triggered after the laws are adopted; recognises that such funding will only apply until a new funding mechanism is adopted;

Emphasises that ESAs should continuously strive to increase their efficiency without compromising on the quality of their work with a focus on continuous re-assessment of working methods and of effective use of human and financial resources.
