Denounces the fact that some groups of persons with disabilities are at greater risk of being the victim of any kind of violence, such as women and girls, children, elderly people, homeless people, detainees, migrants and refugees, Roma people and LGBTIQ+ peoplepeople belonging to other minorities and having other disadvantages or living on the periphery of society; calls on the Commission and the Member States to address the specific challenges, rights and needs of these people through specialised measures to ensure access to victim support services and protection and to remove barriers to reporting violence;

Urges the Commission, particularly with a view to the next European elections in 2024, to work with the Member States to guarantee the rights of persons with disabilities to vote and stand as a candidate; calls on the Member States to consider the use of proxy votes, which have already been adopted and work well in certain Member States, and calls on the Member States that use proxy votes to consider the stringency of the deadline for casting a proxy vote, taking due account of temporary and unexpected changes in the living situations of persons with disabilities;
