Welcomes the creation of a Just Transition Fund in order to ensure that the transition to a climate neutral economy does not leave no one behind; strongly believes that the challenges of climate change and the transition to a greener economy demand decisive support for workers and businesses in order to help them cope with these crucial transformations, with a particular emphasis on the regions most affected, including Outermost Regions, by improving training and education with a view to adapting skills and creating new jobs in sustainable sectors;

Notes with concern the inadequacy of and lack of access to social protection systems for atypical workers and the self- employed; calls on Member States to implement measures to address these issues, notably following the Council recommendation on access to social protection for workers and the self- employed agreed on 6 December 2018; welcomes this recommendation as a first step and the Commission's commitment to strengthen social protection systems in Europe, but stresses that more needs to be done to ensure access to social protection for all;
