Recommends that the Member States give farmers priority to real farmers, with increased attention to young farmers, in the purchase of farmland, particularly at a time when non-farmers are increasingly interested in purchasing agricultural plots; further recommends that the right of first refusal in purchasing land should stay with the governments;
