Stresses the need for the effective analysis of the use of Union funds in joint land/sea/air operations; refers in particular to the case highlighted by the Court of Auditors in its Annual Report regarding helicopters in Spain which were 75% funded by the Union, yet have only been used an estimated 25% of the time in activities related to external border control.
