Stresses that the cost of and the formalities involved in obtaining the label should be kept to a minimum, to avoid putting social enterprises at any disadvantage, with special regard to small and medium sized social and solidarity- based companies. Accordingly, the criteria must be simple, clear and based on material rather than formal factors, and relevant procedures must not be burdensome;
