5. Calls for the mandatory use of the ARACHNE system by Member States in order to achieve more transparency on the beneficiaries of CAP funds and where such funds end up, as well as the mandatory use of the Early Detection and Exclusion System for CAP funds in an effort to enhance transparency on the use of taxpayers’ money; the Commission should create a new comprehensive real-time monitoring system, including existing instruments such as Arachne, which provides an accurate picture of the distribution and fair allocation of EU funds, and the ability to track and aggregate distributed funds; this system should include information on the links between companies and beneficial owners;

Urges the Commission to strengthen its fraud prevention and detection capabilities; calls on the Commission to collect information on all subsidies received from the first and second pillars of the CAP and to aggregate the total amount that a natural person receives either directly through direct payments or indirectly as the beneficial owner of legal persons that are beneficiaries of CAP payments (direct payments and rural development payments) for prevent oligarchs from abusing these subsidies;

Expresses its concern at the cases of high-level conflicts of interest and land- grabbing by oligarchs, which are possibly being facilitated by governments and public authorities; calls on the Member States to implement the Article 61 on Conflict of interests by and its application on all EU funds´ payments as the main instrument for the fights against oligarchs; calls on the Commission to control the compliance with Article 61 and evaluate the impact of the fight against the oligarchs and the misuse of subsidies;
