4. Calls on the Commission to broaden its approach in terms of criteria for determining whether an agricultural undertaking, or a number of such undertakings linked by a horizontal agreement, is deemed to be in a ‘dominant position’, taking into consideration the degree of concentration in sectors downstream; calls for this approach also to contain specific proposals such as an assurance that a retailer's share of the market in the Member States may not exceed 10%, or 30% in the case of regional markets;

Believes that full and satisfactory implementation of the ‘Milk Package’ is essential in order to strengthen the dairy sector; asks the Commission to propose that the ‘Milk Package’ should continue to apply beyond mid-2020 and to examine whether its rules could be extended to other sectors of agriculture; considers in addition that competition and antitrust rules must prohibit the unilateral termination of contracts and the imposition of any kind of listing fee in the retail sector;

Sees a need to introduce a maximum payment deadline of 30 days for all food retailers from which individual contracts would not be permitted to deviate; in addition, farmers' supply contracts must be for a minimum of 12 months, and the price setting included therein must not cover a period greater than 6 months;
