Stresses that ESI Funds can be used in the development of the missing links in the border areas across Central and Eastern Europe; recalls that priority should be given to cross-border projects pertaining to the trans-European networks (TENs) in the region in order to eliminate existing bottlenecks; calls, in this context, for continued efforts to be made towards introducing common standards in infrastructure, notably with regard to railways, in order to speed up attainment of the objective of efficient and Europe-wide interoperability;

Invites the Member States and the Commission to ensure synergies in funding under the Connecting Europe Facility, the European Structural and Investment Funds and instruments of the EIB and EBRD when implementing transport infrastructure projects in the central and eastern EU; recalls the need to use the means of the European Fund for Strategic Investments in a timely manner to advance such projects in the short termhighlights the need for exchange and dissemination of experience and knowledge for project preparation and utilization when financed via different instruments (the so called fund blending); recalls the need to use the means of the European Fund for Strategic Investments in a timely manner to advance such projects in the short term, urges the European Commission, the European Investment Bank and the European Investment Advisory Hub to intensify their work with the project promoters in Central and Eastern Europe to ensure that EFSI would be used for infrastructure projects in sustainable transport modes;
