6a. Calls on Member States to accelerate the Youth Guarantee programme, because the crisis has prevented disproportionate numbers of young people at the beginning of their careers from finding jobs, and because youth unemployment has reached alarming levels in half of the regions;

Calls for a special programme to be drawn up, as part of cohesion funding, to help the most disadvantaged regions to catch up, with targeted investments, training, job creation and the development of inter-city transport; notes that, with declining regions, it will be impossible to attain its 2020 objectives;
