Urges the Commission through the HLG1 to pay specific attention to national eligibility rules in its audit of national management and control systems, helping Member States to simplify them; urges the Commission to clarify the notion of recoverable VAT by providing guidance; calls on the Commission to fundamentally simplify the state aid rules, in particular to ensure better co-ordination with cohesion policy; _________________ 1 High Level Group of Independent Experts on Monitoring Simplification for Beneficiaries of the European Structural and Investment Funds
