Points to the role of the circular economy in economic, social, and territorial cohesion; points out that building a circular economy society demands a new kind of know-how and approach, cooperation among stakeholders, the development of an operating environment, and changes to the ways in which companies do business; considers it essential for cohesion policy funding to be channelled more effectively towards measures supporting the circular economy, training activities included;

Calls for greater attention to be focused on climate change mitigation and on coupling the potential of the bioeconomy more effectively to the circular economy, as this could also be a way to bolster living standards and means of livelihood in rural areas; points out that the transition to a sustainable low- carbon circular economy could be speeded up by reassigning support for fossil products to renewable products and production;
