Urges the Commission, in the light of the recent experience with the milk market, to put forward effective measures to regulate supply on the internal market in times of crisis and with a similar effect to milk quotas, along with a rapid-response mechanism to compensate farmers when prices fall below a certain level; those measures should meet the objectives of maintaining territorial balance and supporting the maintenance and viability of dairy farms in areas which are less competitive and highly dependent on milk production;
