2a. Recognises the importance of the stability of the European Neighbourhood for the Union's own stability and encourages EUSRs to develop ever closer relations with the countries affected by protracted conflicts, calls for EU actions to use all available instruments to alleviate suffering of IDPs and stress the need to develop better support to large number of IDPs and refugees within the internationally recognized borders of these countries who remain deprived of exercising their basic rights such as return to their homes and expresses deep distress over the magnitude and severity of these humanitarian problems;

2b. Acknowledges the fact that independence, sovereignty and territorial integrity of all European Neighbourhood countries within their internationally recognized borders should be one of main priorities of EUSRs in implementing policy objectives and in promoting the interests of Union;
