Invites the Member States and the Commission to ensure synergies in funding under the Connecting Europe Facility, the European Structural and Investment Funds and instruments of the EIB and EBRD when implementing transport infrastructure projects in the central and eastern EU; recalls the need to use the means of the European Fund for Strategic Investments in a timely manner to advance such projects in the short term; calls, to this end, for an independent study to be carried out to evaluate the impact and the real effectiveness of EU funding instruments on the development and modernisation of transport infrastructure in the aforementioned regions;
