Supports the increased use of digital technologies in the implementation of the ‘polluter pays’ principle, such as the electronic toll based on environmental performances of vehicles; recalls, however, that any form of toll should be proportionate and should not reduce the purchasing power of users of the road network;

Underlines that, according to WHO figures, road transport contributes to air and noise pollution, with a negative impact on citizens’ health, especially in urban areas; encourages the implementation of an effective strategy to reduce the level of pollutants such as NOx, NO2 and particulate matter, as these pollutants have a serious impact on public health;

Recalls, however, that for many people in the various Member States, the private car remains the only viable means of daily transport, particularly in rural areas which are remote from major multimodal transport platforms; calls on the Member States to maintain and develop alternative and clean transport infrastructure in these rural areas.
