Stresses that a European sustainable mobility policy needs to build on a broad range of policy tools to shift towards the least polluting and most energy-efficient modes of transport; points out that shifting the balance between modes of transport is not an end in itself, but is necessary to disconnect mobility from its adverse effects such as congestion, air pollution of the air, soil and sea, noise, accidents and climate change;
