Underlines that trade is not an end in itself, but that an inclusive, free and fair trade policy aligned with the SDGs canair trade policy is based on asymmetric protectionism favouring less developed countries; and emphasises too that only policies of this kind are consistent with the goals of achieving sustainable development and food security by contributeing to poverty eradication; recalls the principle of policy coherence for development, requiring that the objectives of development cooperation be taken into account in all policies that are likely to affect developing countries, including by questioning a dogmatic conception of free trade, which is a form of neo-colonialism; calls on the EU to systematically to evaluate the impact of its trade policies on developing countries, particularly by considering the priority accorded to these countries' food and industrial autonomy, and ensuring that our action enhances that autonomy;

Reiterates the importance of the multilateral rules-based orderorder based on rules for ensuring balance in trade, in line with the principles of the Havana Charter of 1948, as the most effective way to achieve an inclusive global trading system; emphasises the importance of comprehensive provisions on social, labour and environmental standards in trade agreements; welcomes the Commission’s commitment to include a chapter on Trade and Sustainable Development in all trade agreements;

Stresses that Economic Partnership Agreements (EPAs) are an important instrument to promote sustainable development through trade, if accompanied by appropriate structural measurehave had the effect of further marginalising Africa in international trade and weakening African States by depriving them of their main source of tax revenue, namely customs duties and other taxes levied at borders;

Strongly supports the further mainstreaming of digital technologies and services in the EU’s development policy; calls on the Commission to increase investments in developing digital infrastructure in the Global South; emphasises that these investments should be characterised by balance in terms of technology providers and by an insistence on local manufacturing, technician training and transfers of know-how and technology, as part of an African policy providing a framework for an African branch of the hardware industry.
