2. Reiterates its rejection ofSupports the use of development funds for non-development objectives such as border management or military capacity building and underlines that funding that does not fulfil official development assistance (ODA) criteria must be sourced from other instruments than the DCI and/or EDFsecurity capacity building, but also for military capacity building in countries where the state is deficient and where re-establishing authority and national sovereignty is essential and therefore private entities and public development agencies may operate with a view to national development; underlines that official development assistance (ODA) criteria are not to be interpreted in a rigid and bureaucratic way which would prevent projects combining security and development from being funded by the DCI, the EDF or any other development cooperation instrument;
