3. WelcomNotes the ratification by the Parliament of the former Yugoslav Republic of Macedonia of the strategic partnership agreement with Greece on 20 June 2018; urges the parties to duly inform their cgovernment to cancel its promised propaganda campaign in favour of a yes vote in the referendum to be held on 30 September, as this will destroy the conditizeons of the contents and implications of the agreement and to diligently complete all internal procedures for the ratification and implementation of this strategically important agreement, bringing an end to a protracted geopolitical limbo; fora fair vote on the subject; urges the government to distance itself from remarks made by the Defence Minister, Radmila Sekerinska, that the agreement will be implemented even if the referendum is invalid or if the result is negative; notes that the conditions do not currently exist for the terms of the Prespa agreement to be implemented in the form of a constitutional change in FYROM, as this will require either a binding referendum or a two-thirds majority in Parliament and the approval of the president of the Republic, none of which are achievable at the moment; in view of the common commitment to the rule of law shared by the Union and FYROM, urges the government of FYROM to clarify urgently on what legal basis the Prespa agreement was signed by the Foreign Minister, given that Article 119 of the Macedonian constitution (Article 119) stipulates that international agreements are signed by the president of the Republic unless a special law has been passed to allow otherwise;
