3. Emphasises that the EIB, as an institution through which the EU finances projects aimed at fulfilling EU policies, should contribute to economic, social and territorial cohesion; notices however that, according to the geographical breakdown of lending by country in which projects are located, five Member States received 54.11 % of the total loans granted in 2016 should contribute to economic, social and territorial cohesion within the European Union;

Highlights that the EIB’s role in cohesion policy is increasing, especially due to the increased use of financial instruments; emphasises that the level of ucalls for procedures to be simplified so that, while not dispensing with grants, they facilitate recourse tof financial instruments is still very low and that Member States point to the complexity of the procedures as one of the reasons for thatn the implementation of cohesion policy;

Welcomes the factNotes that, in 2016, more than 50 % of the total approved loans were invested in the transport, energy, industry and water and waste management sectors, which indicates thematic concentration; underlines that; underlines that to reduce regional disparities within the European Union, projects supporting the revitalisation of rural and outlying areas, and other less populated, less accessible and underdeveloped areas, should have priority in all sectors;
