Considers that the ‘holding firms accountable for all damage and loss caused by offshore accidents’ must in all circumstances prevent the possibility of speculative claims being made; moreover, any rules on class action should allow Member States the possibility of applying the option provided for in their own national system (opt-in or opt-out);
