Recognises that the absence of a legal definition of an NGO presents a challenge for the Commission in producing reliable data on the financing of NGOs, especially where financing from abroad is concerned; emphasises the importance of access to such information or data on the scale of the role played by NGOs in EU programmes, application rates and performance; calls on the Commission to address this issue as part of the Budget for Results agenda and to ensure that data are as simple and transparent as possible;

7. Suggests that the Commission investigate the possibility of accounting for volunteer hours and donations in kind for small NGOs and ensure that this does not add to the complexity of European administrative machinery that is already much too daunting.
