2. Calls for the continuatrevision of the Youth Employment Initiative (YEI), proposed by the European Council of 7-8 February 2013 as a reaction to the persisting problem of high levels of youth unemployment, following a fully-fledged assessment of its performance and subsequent adjustments to overcome existing implementation impediments; given that the initiative has proved ineffective up to now, with youth unemployment rates that remain extremely high in some Member States (50.1% in Greece, for example) and indeed have increased in some cases since the initiative was launched (21.5% in 2011 rising to 22.8% in 2014 in France);

3. SupportNotes the creation of the European Fund for Strategic Investments (EFSI) and highlights the need to minimise the impact of the cuts on the Horizon 2020 programmes and the Connecting Europe Facility (CEF) in order to allow them to accomplish their respective objectives, which is designed to enable SMEs to propose a project that could be financed by the European Investment Bank; is nevertheless concerned at the possible budgetary restrictions that the European Fund for Strategic Investments could entail for other programmes such as Horizon 2020 and the Connecting Europe Facility (CEF);

4. Is concerned by the slower-than-planned take-off of new programmes under the 2014-2020 MFF period owing to the late approval of the legal bases and of the operational programmes, as well as to the shortages in payment appropriations in 2014 and new expenditure linked to the migration crisis, as well as the EUR 3 billion in additional financial aid promised to Turkey; expresses its concern for how the important programmes which invest in education and in human skills - Erasmus+, Creative Europe and Europe for Citizens - will manage to reach cruising speed; takes note that these experiences should be included as an important basis for the coming MFF;
