2. Reiterates its firm belief that Erasmus+, a is an emblematic mobility programme, must receive increased funding, and and important in terms of the opportunities that it offers to young Europeans; expresses its concern, therefore, at the Commission’s announcement that part of its budget is to be reallocated for the purpose of managing the migrant crisis; considers that it would be wrong to cut funding for education and culture programmes at a time when austerity, to some extent, is already making the position of young Europeans less secure; calls for the strengthening of the Creative Europe and Europe for Citizens programmes;

Stresses that the European Fund for Strategic Investment (EFSI) must contribute substantially to investment in the areas of education, training and research, and that the cultural and creative sectors must be given adequate support; points out that the cultural and creative sectors account for more than 3% of employment and GDP in the EU and their potential in terms of economic growth and public utility should consequently not be overlooked;

UnderlContinues the essential role of the Youth Employment Initiative in combating youth unemployment, ando have doubts about the effectiveness of the Youth Employment Initiative; points out that that this scheme was originally designed to ensure sustainable labour-market integration through high-quality offers, but that in some countries, for example France, 75% of ‘future-oriented jobs’ are in the non- profit sector or lead to training only in a third of cases; notes the need for the Commission to present its evaluation; recalls, in that context, the importance of the joint statement of the three institutions on the Youth Employment Initiative in the framework of the 2016 budget;

Highlights that an effective EU communication policy must support reliable information, strengthen media credibilPoints out that only 42.61% of EU citizens and only 27.8% of young people between 18 and 24 voted in the last European Parliament elections, the lowest turn-out since 1979; maintains that, as the above figures show, the EU is suffering from a democratic deficity and promote genuine dialogue with citizens; witha crisis of legitimacy in the eyes of Member States’ citizens; considers, from that point of view, thisat int mind, recalls the pivotal role played byght be helpful to publicise the workings of the European edifice in a more transparent way by making use of, for example, pan-European networks such as Euranet Plus;

Notes, in the context of the evolving migration and refugee crisis, the importance of the Paris Declaration of 17 March 2015, which calls for intercultural dialogue and EU-leimplementing long-term solutions in countries of departure, centring on an effectivel cooperation to prevent and tackle marginalisation, intolerance, racism and radicalis-development policy, particularly in the spheres of education and culture, to be pursued by European nations and countries affected by mass emigration.;
