1. Notes that the delay in the presentation of the draft budget for 2017 by the Commission significantly disrupts the work of the Parliament; is of the opinion that such delays should be avoided in the future; asks the Commission to respect a specific work schedule each year in order to enable a framework of clear and ambitious work for the Parliament; recalls the importance of good communication and timeliness between institutions to promote optimal governance of our actions and our debates;

2. WelcomNotes the proposed increases in the draft budget for 2017 for the Erasmus+, Creative Europe and Europe for Citizens programmes; highlights that investment in those policy a, but maintains that it is vital to first make sure those funds are efficiently used and creaste contributes to the Europe 2020 strategy's aim of promoting smart, sustainable, and inclusive growth and represents a strategic investment in people as a critical factor for growth and pcrete improvements in European peoples’ lives, as it is their money that is involved; is concerned by the announcement of the Commission of a reallocation of a portion of its budget for the purpose of managing the crisis of migrants; considers that programmes with features which include education and culture should not suffer financial losses at a time when austerity is already leading to a certain precariousness for young Eurosperity; ans;

3. Expresses its concern that the Commission has made no provision for a margin for further reinforcements under which pilot projects and preparatory actions could be financed under heading 3; notes that there is a margin under heading 1a which is an improvement compared to last year´s proposal; stresses the importance of pilot projects and preparatory actions as tools for the formulation of political priorities and the introduction of new innovative initiatives that might turn into standing Union activities, though taking into account the principle of subsidiarity and in particular making sure that pilot projects are not going in contradiction with national policies of the Member States;

3a. Recalls therefore the importance for the EU to give priority to supporting these programs for small and medium enterprises, especially in the sectors of media, art and film which have priority financial needs, particularly through a reduction of payment times for these companies;

4. HighlightRecognizes that an effective Union communication policy must strengthen media plurality and, credibility, objectivity, impartiality and independence and promote genuine dialogue with citizens, which must be supported byappropriate provo feel more and more disicons in the draft budget; with this in mind, recalls the positive role of pan- European networks made up of local and national media such as Euranet Plus and calls for a budgetary guarantee that would ensnected with the European Union and less listened to and understood by the policy makers; stresses, though, that communication by itself will not solve this problem and that the budget planned for communication should be carefully used, as it shouldn’t turen its ongoing activities and stable financingnto EU propaganda to the detriment of necessary politics;

5. Underlines, in the context of the evolving migration and refugee crisis, as well as terrorist threats, the role of cultural diplomacy; welcomes the Commission’s joint communication entitled Towards the EU strategy for international cultural relations; notes in this context that adequate funding needs to be assigned in order to make culture a powerful tool in service of Union foreign policy and making the Union a stronger global actor lead by the Member-States on which the EU can rely on for intergovernmental cooperation in culture at the service of peace and conflict prevention because of bilateral or multilateral strategic partnerships these sovereign nations have built with third countries in the past; takes note of the Commission’s joint communication entitled Towards the EU strategy for international cultural relations; notes in this context that the Union should carefully use the already existing funds for this purpose, on top of relying on Member States capacities, according to their needs and priorities and in this perspective, encourages the Commission to promote national cultures and identities to guarantee the cultural diversity in the European Union;

6. Notes that the necessary budgetary guarantees for the preparatory activities of the implementation of the 2018 European Year of Cultural Heritage must be foreseen., in order for the regions concerned to be able to plan their own budget, taking into account all the funds available, including national help, so this Year of Cultural Heritage can be both culturally and financially a success;

Underlines that culture and the promotion of Cultural Heritage should not be considered a tool of economic adjustment but as the heart of European peoples´ identities ; encourages therefore the Commission to work closely with the Member States to promote every aspect of our historical wealth such as monuments, museums and cultural building, so all Member States citizens can have access to their roots;
