1. Highlights the crucial role of the Youth Employment Initiative (YEI) inwhich is intended to facilitatinge the implementation of the Youth Guarantee (YG), and thus in tackling, on a Union-wide basis,to provide financial aid to Member States in combating the phenomenon of youth unemployment, which is reported to stand at around twice the average overall unemployment rate; welcomes, in this regard, the fact that despite the slow take-up of YEI, by October 2016notes that, while the number of unemployed young persons had significantly decreased by October 2016, there is still much to be done;

2. Reminds that the main objective of YEI is to reach out to all those who are not in employment, education or training (NEETs), and therefore urgescalls upon the Member States to invest more efforts in identifying and targeting all the NEET population, especially the most vulnerable young people such as those with disabilities, taking account of their specific needs; and calls on the Member States to promote manual work among NEETs, in particular by developing apprenticeship courses;

5. Calls on Member States to establish ‘one-stop shops’ with the aim of providing high-quality services and guidance for young people at a single location, while ensuring that the geographic distribution of these ‘one-stop shops’ does not create new inequalities;

Recalls the importance of improving the quality of offers, and further underlines the need to extend the eligible age limit from 25 to 29 in order to better reflect the reality that many young graduates and labour market entrants arit is not only the 15- 25 age group that is particularly affected by unemployment but all young people, including those in their late ’twenties;
