A. whereas the negative impact of the recession on young people’s prospects for developing their full potential continue to be felt across the European Union, and on the employment front this takes the form, in some Member States, of a widespread use of atypical – in particular fixed-term – employment contracts, making it difficult or impossible for young people to find stable employment with career prospects, and resulting in ever higher rates of under-employment, i.e. people doing jobs for which they are over-qualified in terms of their formal level of education;
