1. Urges a shift away from trade- oriented agricultural policies and towards support for food sovereignty and local and regional markets; recalls that agroecology’s capacity to reconcile the economic, environmental and social dimensions of sustainability has been widely recognised, particularly given that a majority of the working population in certain least-developed countries is occupied in agriculture and livestock farming, notably in West Africa, where 60% of the active population works in these sectors;

Insists that EU funding for agriculture must be in line with Agenda 2030 and prioritise investments in agroecology, agroforestry and crop diversification, in particular in line with the challenge of climate change, which requires a transition to more drought- resistant crops; stresses the importance of preserving agricultural biodiversity, local animal and plant breeds and local varieties, as well as fishery resources;

Stresses that the funds paid by emigrants to their countries of origin (remittances) reached an unprecedented level of USD 466 billion in 2017, which is approximately three times the level of official development assistance (OECD), and that the countries receiving these funds must, as far as possible, encourage their placement in investments conducive to sustainable development, particularly in the agricultural sector;

Stresses that the least developed countries and developing countries are responsible for creating the right conditions for the development of agroecology, including through land tenure reform where necessary, the promotion of local seed systems and distribution channels adapted to local agriculture, and through access to credit for smallholder farmers; recalls the urgent need to promote generational renewal in the agricultural sector in the least developed countries, particularly on the African continent, and in particular by discouraging emigration, which in general undermines this renewal and development in the countries of departure;

Stresses that EU free trade agreements (FTAs) should not disrupt local agriculture, damage small producers or exacerbate dependency on food imports; calls into question international trade rules which allow dumping through the WTO green box; welcomes the Commission’s commitment to compliance of EU trade agreements with the Paris Agreement, and calls for market access in FTAs to be conditional on compliance with process and production methods criteria, including European animal welfare standards;
