1. Draws attention to the steadily worsening context in which the Union’s development and humanitarian aid policies are conducted, characterised in particular by the COVID pandemic, the relentless aggravation of the impacts of climate change and the mounting repercussions of Russia’s war in Ukraine; notes the ever- growing gap between, and, on the African continent in particular, the persistence or indeed worsening of certain conflicts, including those involving Islamic terrorist groups, as is the case in the Sahel; notes the importance of maintaining the funds needed and thosefunds available to respond to the deepening hunger, debt – in particular the African debt held by China – and other crises and to halt the ongoing movement further away from the UN’s Sustainable Development Goals (SDGs) instead of towards them;

2. Deplores the absence of the move “from billions to trillions” in financing for development recognised as necessary when the SDGs were adopted in 2015 and the fact that Western countries, particularly in Europe, continue to put up a disproportionate share of global official development assistance, despite the emergence of new players; notes the urgency of mobilising much more of the world’s privately held resources, through investment promotion and more effective taxation, but also of scaling up public financing for development, in accordance with international commitments on levels the Union remains far from;

2a. Stresses that official development assistance can no longer constitute the sole or main development policy tool supporting less-developed countries in particular, and that it is urgent that innovative solutions be deployed to mobilise, in particular, the private funds which migrants or members of diasporas send back home, since these remittances would represent 'over three times the amount of official development assistance (ODA) and foreign direct investment (FDI) combined' and have the potential to contribute to the development of rural and remote areas;1a _________________ 1a https://www.un.org/development/desa/en/ news/population/remittances-matter.html

3. Welcomes the Member States’ recent decision to assign EUR 600 million of de-committed EDF funds to other actions in ACP countries; notes that most of these funds will now be used for measures to help mitigate the global food crisis; invitessuggests that the Member States to from now on consistently abstain from receiving repayment of de-committed EDF funds, given the extreme needs for funds to cover urgent needs in ACP countries and bearing in mind the Union’s and its Member States financing for development commitments.
