Emphasises that the unequal division of family responsibilities is at the root of the unequal position of women in the labour market; draws attention to the fact that many women do not return to work after pregnancy; stresses that reconciliation of home and work duties is a key condition for gender equality which should be promoted by investment in care infrastructure and, in services to households and by incentives to encouragement of men’s participation in domestic labour through legislation on parental and paternity leave and flexible working time arrangements;
