Recommends that the Commission identify and disseminate good monitoring and reporting practices, so that the results from the Member States can be communicated consistently and reliably, and assessed seamlessly, including as regards quality; in particular, regular quality statistics should be provided enabling Member States to frame more realistic and effective youth policies, including through the monitoring of participants leaving the Youth Guarantee system, so as to keep to a minimum the number of participants dropping-out of the programme and not gaining from it;

SPoints out that all stakeholders must play a key role and be more proactive as regards those persons furthest from the labour market, and involve them more efficiently and effectively; stresses that preventive interventions and structural reform efforts by the Member States are needed in order to reap the benefits of the YG and ensure the success of school-to-work transitions of young people; stresses in this regard the importance of training PES personnel, capacity building and cooperation with NGOs, where relevant;
