4. Stresses, however, that the EESC budget is purely administrative, with a large amount being used on expenditure concerning persons working within the institution and the remaining amount relating to buildings, furniture, equipment and miscellaneous running costs; takes note of the EESC explanation for the utilisation rate decrease being due to precautionary measures; considers it necessary, however, to ensure in future that there will be no budget increases without proper justification; calls, therefore – barring major changes in the EESC’s operation – for its budget to remain frozen until the annual utilisation rate has risen to at least 99.8%;
