Stresses that the financialEU response to the exceptional influx of refugees has not been an ad hoc ondequate and has demonstrated that the Union budget and the multiannual financial framework (MFF) 2014-2020 lack the necessary resources and flexibility for a rapid and comprehensive approach to a major external crisis;

Welcomes, however,Notes that the Commission proposal for a new European External Investment Plan, with a new focus on investment to promote economic and social development in the EU Neighbourhood and Africa; expresses doubts, however, is based on the very same mistaken proposals already put to the test in connection with the unsuccessful EFSI initiative; expresses serious doubts as to whether theis proposal is ambitious enough to fully harness the EU’s borrowing and lending potential, along with EU external action as a whole, is adequate for the purposes of economic and social development in the EU Neighbourhood and Africa;
