(2a) The following Article is inserted: Article 9a 1. In order to better monitor capital flows and traceability and granularity concerning BOP, ITS and FDI, the Commission (Eurostat) should take in to consideration the recent innovations, such as the global legal entity identifier (GLEI), which forms part of the OECD’s proposals for improving reporting on financial account information;

(2f) In Article 9a, the following paragraph is inserted: 6. The new statistics should give a clear picture of the FDI outflows and of the FDI inflows giving clear information about the ultimate beneficial owners. A clear distinction should be made also between greenfield FDI from others FDI. A publicly accessible central registers of the beneficial owners should be set up for this purpose.

6. A delegated act adopted pursuant to Article 2(3), shall enter into force only if no objection has been expressed either by the European Parliament or the Council within a period of twohree months of notification of that act to the European Parliament and the Council or if, before the expiry of that period, the European Parliament and the Council have both informed the Commission that they will not object. That period shall be extended by twohree months at the initiative of the European Parliament or the Council.
