Notes with concern that the estimated cost up to 2025 now exceeds EUR 4.6 billion, an increase of 100 % compared to the previous estimate; notes also that a ‘bottom-up resource loaded schedule is currently being applied, under which no financial constraints but only delivery dates are stipulated; is concerned that delays of any kind, which are very likely in a highly complex project, will cause significant increases in terms of cost and time;
