A. whereas enlargement has been one of the EU’s most successful policies and the most effective foreign policy instrument contributing to extending the area of democracy, peace and prosperity across Europe, since EU foreign policy is limited and fragmented by its very nature, as there is no ‘European interest’ in this field, enlargement has been used indiscriminately in the recent past without any sustainability criterion, but as an instrument to wield influence and to engage in a geopolitical struggle with non-EU powers;
