A. whereas enlargement has been one of the EU’s most successful policies and the most effective foreign policy instrument contributing to extending the area of democracy, peace and prosperity across Europe, since EU foreign policy is limited and fragmented by its very nature, as there is no ‘European interest’ in this field, enlargement has been used indiscriminately in the recent past without any sustainability criterion, but as an instrument to wield influence and to engage in a geopolitical struggle with non-EU powers;

(m) to recognise the negative effectstake note of the European Council’'s failure to open accession negotiations with Albania and North Macedonia in 2019 and to acknowledge that opening accession talks would restore credibility to the accession process, as recommended by the European Parliament, the need not to restart accession talks with the two countries as, beyond economic considerations, their institutional weaknesses are a matter of concern, since their political, administrative and judicial systems cannot yet be deemed comparable to those of the EU Member States, and the need to address the problems facing the European institutions and to make progress with those countries that are well on the road to accession before opening new negotiations paving the way for the accession of other countries;
