(3a) In order to facilitate the introduction of natural gas vehicles, which cause less pollution, are more economical and are quieter, steps should be taken with a view to the granting of tax incentives by the Member States designed to boost the number of vehicles using natural gas.

(3b) Given that not all European countries have filling stations for vehicles powered by natural gas or electricity, steps should be taken with a view to the granting of tax incentives by the Member States to encourage an increase in the number of filling stations supplying these types of fuel.

(3c) Sanctions should be laid down for situations where changes made to vehicles, through the fitting of less polluting fuel systems for natural gas or LPG, influence the vehicle’s on-board diagnostics system (OBD) and produce errors in that system, affecting the relationship between measurable parameters and the vehicle’s emissions.

(4a) In addition to being toxic, in certain concentrations NO2 directly contributes to the formation of photochemical smog, a complex mixture comprising a range of chemical compounds with damaging effects on health. Consequently, a maximum acceptable limit needs to be set to safeguard human health, based on an impact assessment, which will support local authorities and enable them to restrict vehicle access to large towns and cities in the event of this acceptable pollution limit being exceeded.

(5a) Given that disparities have been detected between the nitrogen oxide emissions stated by the manufacturer and actual emissions, and given that OSD systems pose a series of problems linked to calibration, validation and approval, rules should be laid down on the calibration of OSD systems for a wider range of operating conditions.
