Notes that the single market remains fragmented, in particular in terms of legislation concerning products and services, employment and consumer protection, and the great potential for growth, innovation and jobs largely untapped; calls on the Commission and the Member States to honour their commitments and to safeguard the revival of the single market as one of the Union’s main priorities;

Welcomes the Commission’s new approach to streamlining the European Semester process; laudappreciates, in this context, the Commission’s work on defining CSRs relating to the single market, but calls for more determined efforts to guide and coordinate economic policies in order to ensure consistent and fair implementation of the economic governance framework across the Member States and to measure the effects of economic governance in all Member States;

Is concerned about the persistent macroeconomic imbalances in some Member States, in particular the high levels of public debt and large current account deficits and excessive risk in the banking systems; is also concerned that although this procedure is designed to help Member States it may also reduce investor confidence towards that Member State;

Stresses that the full implementation of EU public procurement and, concessions and Public Private Partnerships legislation would provide a great opportunity to enhance innovation and access for SMEs and to modernise public administration, by improving the quality, effectiveness and transparency of public spending and investment.
