15. Takes the view that more flexibility is needed in order to reach the EU’s climate protection and efficiency targets; calls for ‘target flexibility’ for Member States that will have a positive impact on SMEs; takes the view that rebates should be available for targets relating to energy saving and increasing the share of renewable energy sources (Article 3 of the Energy Efficiency Directive) where for example the CO2 targets have been exceeded;
