(8) A railway undertaking shall not be obliged to pay compensation if it can prove that the delay was caused by severe weather conditions or major natural disasters endangering the safe operation of the service and could not have been foreseen or prevented even if all reasonable measures had been taken. At the same time, compensation may be paid to passengers where railway journeys are delayed owing to: 1. spontaneous (unannounced) strikes; 2. administrative formalities (checks by customs authorities or border police, police checks on board trains); 3. unforeseen external events.
