Stresses the decisive importance of good governance, the rule of law, separation of powers, institutional framework and regulatory instruments; especially supports the respect and the promotion of human and citizens’ rights and liberties, as well as investment in capacity-building, education, health, public services, social protection and the fight against poverty and inequality, including in terms of gender; recognises the need for infrastructures and selective public investments, as well as the sustainable use of natural resources, including by the extractive industries;
