Recalls that the EU’s external financing instruments (EFIs) are a complex set of tools for the EU to support and enhance its action on the international scene, and that their complexity is coordinated by the Common Implementing Rules Regulation, which ensures a smooth and complementaryharmonised approach to the implementation of all instruments;
