Believes that as the arm of the budgetary authority directly elected by citizens, the European Parliament should fulfil its political role and put forward proposals for Pilot Projects and Preparatory Actions expressing its political vision for the future; Commits itself, in this context, to propose a package of Pilot Projects and Preparatory Actions elaborated in close cooperation with each of its committees to find the right balance between the political will and the technical feasibility as assessed by the European Commission;
