Highlights that the EIB’s role in cohesion policy is increasing, especially due to the increased use of financial instruments; emphasises that the level of use of financial instruments is still very low and that Member States point to the complexity of the procedures as one of the reasons for thate importance of simplifying procedures to facilitate the take-up of financial instruments;

Stresses that increasing the proportion of financial instruments in cohesion policy must on no account replace the current grant system; takes the view that each Member State must be able to set the proportion between financial instruments and grants, since there is no universal formula that is favourable to all;

5. Welcomes the fact that, in 2016, more than 50 % of the total approved loans were invested in the transport, energy, industry and water and waste management sectors, which indicates thematic concentration; underlines that projects supporting the revitalisation of rural and other less populated, less accessible and underdeveloped areas should have priority in all sector, with the aim of reducing disparities between regions;
