Reiterates the importance of digitalisation and of improving infrastructure, thus creating a positive environment and good foundation for boosting growth and enhancing cohesion in lagging regions; recalls that good infrastructure, especially the provision of high-speed internet connections helps keep people in rural areas and can help attract a young and high-calibre workforce needed for growth in those areas;
